We do not equate a fund announcement, assets under management or a recent deal with dry powder. A fund size is the capital committed at closing, not the amount still available today. How founders should build the shortlist

Start with the round you are actually running. Write down the total capital needed, investor allocation, minimum viable close, target ownership range, timing and the milestone the money must fund. Where a pre-seed shortlist commonly fails

Remove a firm when the program format, entity requirement, geography or minimum ownership conflicts with the company, even if its brand is attractive. Do not compare a standardized accelerator offer with a negotiated fund check as if the two products were identical. The pre-seed list is ready for outreach only when every retained investor has a named reason to care, a plausible allocation, a known decision path and no obvious conflict.

How much do pre-seed investors typically invest?

Do pre-seed investors require revenue?
