Funding a Pre-Revenue Business: What Options Are Realistic?

Fund the next proof point, not an undefined launch

A pre-revenue business can explore founder funding, customer-funded work, early-stage investors, selected accelerators, research grants and some startup-friendly lending programs. The realistic route depends on what the money will prove and what the source requires in return. A business without sales should not assume that revenue-based financing or ordinary cash-flow lending is available.

Start with a specific milestone: a paid pilot, a working prototype, an initial production run or an operational opening. Build the funding search around that result. This guide maps the options and gives you a practical readiness worksheet without promising qualification.

What a pre-revenue business should not assume

There is no universal “startup grant” that pays ordinary launch costs. SBA explicitly states that it does not provide grants for starting or expanding a business. Research, export-related and other specialized programs have distinct purposes and applicants. SBA grants guidance.

A no-revenue business also cannot create receivables to factor before there is an eligible invoice. Be equally precise about informal support. Money from friends, family or a founder can be a gift, loan or investment depending on the arrangement. Working Solutions: a local pre-revenue example

Working Solutions' California site explicitly says it specializes in businesses ready to start and grow, including pre-revenue businesses and companies with less than one year of operations. It is a concrete research lead, not evidence that every CDFI accepts every startup. Confirm the location, use of funds, current terms and repayment assessment directly. SBA microloan intermediaries

SBA describes microloans through nonprofit community-based intermediaries, with loans up to $50,000. The intermediary sets lending criteria, so a federal program name alone does not answer whether your pre-revenue company can borrow. Kiva: community support is part of the route

Kiva's US borrower page advertises zero-interest loans and explains an application, private invitation, public fundraising and repayment process. That is not an instant approval based on a pitch deck. Read its current business and location restrictions and assess whether you can credibly invite supporters and repay. Use a milestone funding receipt

For every candidate route, write six answers:

  1. Milestone: what useful result will exist after the money is spent?
  2. Budget: which costs are essential, and which can wait?
  3. Proof: what customer, technical or operating evidence exists today?
  4. Source fit: why does this provider or investor belong on the shortlist?
  5. Obligation: what must the company deliver, repay, report or give up?
  6. Next decision: what can be verified before a full application or raise?

A concise receipt is more useful than a spreadsheet of 100 programs whose startup eligibility has never been checked.

A worked example: a $30,000 launch becomes two milestones

Illustrative only: a founder proposes $30,000 for a software launch: $12,000 development, $8,000 promotion, $6,000 operating expenses and $4,000 contingency. Before approaching capital sources, the founder separates a $10,000 paid-pilot milestone from the broader launch.
