Luxembourg is both a startup ecosystem and a place where European venture funds are domiciled. Those are not the same thing: a manager registered in Luxembourg may invest across Europe without having a Luxembourg-specific mandate.
This guide compares 15 research routes with a local mandate, local investment connection, office or fund domicile. Use the distinction to build a shortlist, then confirm the active fund, founder process and company fit directly.
Start with the Luxembourg connection
- Look for an explicit mandate. Expon publishes a Luxembourg headquarters or subsidiary criterion, while Volta names Luxembourg in its Benelux focus.
- Separate location from eligibility. A local office or Luxembourg-domiciled fund is useful context, not a promise that a particular founder qualifies.
- Match the stage and sector. An early cybersecurity company, a space hardware team and a scaling fintech may need very different investors.
- Check the present vehicle. A historical investment or a fund that is raising capital does not establish an open allocation for new deals.
Compare 15 investor routes in Luxembourg
Use provider type, stage and geographic connection together. An office address is not a promise of eligibility. Where the current source does not establish a precise entry stage, the table leaves that question open.
Selected Luxembourg-connected and European capital routes researched October 30, 2026. A fund domicile or office alone does not establish investment eligibility. On small screens, scroll the table sideways to see every column.

A Luxembourg fund address is not a local mandate
Some firms publish explicit country criteria. Expon describes a Luxembourg headquarters or subsidiary requirement; Volta names Luxembourg within its Benelux founder focus. In contrast, ellipsis describes a Luxembourg fund domicile with partners in Switzerland and Sweden. United Founders lists a Luxembourg registered seat and a team across European markets.
Record the exact reason for the geographic match. An office, a fund domicile and a prior portfolio investment are different evidence. Ask whether the current fund can consider your company's incorporation and operating model.
Compare stage and sector before making contact
LBAN is an angel network with a founder pitch process. Volta and Seeder describe early software investing, while MiddleGame focuses on financial services and Promus has a Luxembourg-connected space fund. Dedicated describes a different, later-stage investment platform.
For each route, note the next milestone, current customer evidence and the unanswered stage or sector question. Do not send the same undifferentiated list to every investor.
Use local examples without assuming current availability
Passbolt has described its Luxembourg headquarters and identified ScaleFund, Seeder and Dedicated among participants in a 2025 round. That helps establish a historical connection; it does not prove that any manager is accepting new investments in the same sector today.
Use a company's published portfolio, current investment approach and contact information together. For funds with older local announcements, ask which vehicle is currently reviewing new opportunities.
Investor profiles and official routes

Methodology, research date and local guides
Research checked October 30, 2026 by the Finta Editorial Team with AI-assisted source review. We reviewed publicly available sources, including official strategy, portfolio, location, fund-backer or founder-contact information. Firms with multiple offices count once; angel networks count as networks, not one committed pooled fund. We distinguish local presence from investment mandate and company eligibility. We do not infer check sizes, investor returns, lead behavior or open allocation from a portfolio logo.
We reviewed official manager, network, fund-investor and portfolio-company sources for the type of provider, published strategy and Luxembourg connection. Some sources describe historical transactions or a fund's domicile rather than a current country mandate. We count Promus and its Orbital fund together and count LBAN as one network, not as a number of committed individual investors.
